Absolutely delicious soup

  • 2 1/2 lbs baby red potatoes, quartered
  • 3 stalks celery, diced
  • 1 quart water
  • 1 quart milk
  • 1 tsp black pepper
  • 3/4 c flour
  • 1/4 c parsley, chopped
  • 1/2 lb raw bacon, diced
  • 1 jumbo yellow onion, diced
  • 1/4 c chicken BASE
  • 1 tsp salt
  • 1 1/2 sticks, margarine
  • 1 cup whipping cream
  • Colby Cheese, shredded; Green Onions, chopped; Fried Bacon Bits, crumbled for garnish as desired.
