COOK onions in 1/4 cup dressing in large skillet on medium heat 5 min. or until crisp-tender, stirring occasionally. ADD beans and water; stir. Cover; cook 5 min. STIR in peppers; cook, covered, 5 to 8 min. or until beans are crisp-tender. Remove from heat; stir in remaining dressing.
