Baked Brown Sugar Chicken Wings With Roasted Red Pepper Cream Sauce

Preheat oven to 425. In a plastic bag, or a bowl, combine the first 7 ingredients
- 2 tbsp brown sugar
- 1 tsp salt
- 1 tsp onion powder
- 2 tsp dried minced garlic
- 2 tsp smoked paprika
- 2 tsp chili powder
- 1 tsp black pepper
- 2 tbs olive oil
- 8 chicken legs or wings
- 1/3 cup roasted red pepper, chopped
- 2 oz goat cheese
- 1/4 tsp salt
- 2 tbs sour cream
