Twice-Baked Pesto Mashed Potatoes

- 4 12-ounce russet potatoes
- 1/2 cup basil or dried tomato pesto
- 1/2 cup shredded Pecorino-Romano cheese (2 ounces)
- 1/4 cup whole milk
- Salt

- 2 sticks (1 cup) salted butter
- 1 /4 heaping cup unsweetened cocoa powder
- 1 cup boiling water
- 2 cups all-purpose flour
- 2 cups granulated sugar
