- 1 thinly sliced green onion
- 1 1/2 cups half and half

- 1/4 teaspoon dried basil
- 1/8 teaspoon ground black pepper
- 1/8 teaspoon garlic powder (or fresh minced garlic)

- 1/4 cup apple cider vinegar
- 1/2 cup water
- salt and pepper, optional and to taste (about 1/8 teaspoon is what I’d start with, just a tiny pinch; I omitted the salt and used a pinch of black pepper)
