Using a fork, spread refried beans on the bottom of a 9 x 9" pan

- 16 oz. can refried beans
- 1 pt. sour cream, divided
- large green pepper
- 12 oz. jar salsa
- 8 to 12 oz. sharp cheddar cheese, shredded

- 8 to 12 oz, mozzarella cheese, shredd
