Roast - Cross Rib 'Garlic

- 1 Cross Rib Roast (5-7 lbs.)
- 1/3 cup Dijon mustard
- 10 large garlic cloves crushed
- 1/2 teaspoon freshly ground black pepper
- 1 tablespoon garlic powder salt and pepper to taste
- 1 tablespoon dry mustard
- 2 tablespoons light olive oil
- 1 tablespoon paprika
- 1 1/4 cup water
- 1/2 cup red wine
