One-Pot Chicken Cacciatore

- 1 pound broccoli rabe, trimmed and cut crosswise into thirds
- 6 tablespoons extra-virgin olive oil
- Four 1-inch-thick tuna steaks (about 5 ounces each)
- Salt and black pepper
- 2 onions, thinly sliced
- 2 tablespoons confectioners' sugar
