Preheat oven to 325 degrees Heat the oil in Dutch oven on high until it shimmers

- 4 lamb shanks, about 12 oz each

- 1 C dry red wine
- 3 C chicken stock or broth
- 1 Can plum tomatoes, drained and chopped

- 1 1/2 C sugar

- 1 T baking powder
- 3/4 tsp salt
- 1 1/2 C fresh or frozen cranberries, coarsely chopped
- 2 tsp grated orange peel
- 1/3 C apricot preserves

In a bowl, combine the flour and sugar; cut in butter until the mixture resembles coarse crumbs
- FILLING:
- 2 cups all-purpose flour
- 1/4 cup sugar
- 1 cup cold butter

- 1 cup heavy whipping cream
- 3 eggs, beaten

- 6 ounces orange juice frozen concentrate - thawed
- 22 ounces mandarin oranges - drained plus some extra for garnish if desired
