- 3 tablespoons cold butter or margarine, divided
- 1/4 cup warm milk (110 to 115 degrees F)
- 1 egg yolk
- 2 tablespoons brown sugar
- 1/4 teaspoon ground cinnamon
- 1/3 cup miniature semisweet chocolate chips
- 1/3 cup confectioners' sugar
- 1 1/2 teaspoons butter or margarine, softened

- 1 1/2 teaspoons hot water
