Potato and Cheese Bake

Cut potatoes into thirds and simmer just until tender, 15 to 20 minutes
- 2 large potatoes
- 1 cup grated Cheddar cheese (4 ounces)
- 2 scallions, chopped
- 2 eggs
- 1 cup cottage cheese (8 ounces)
- 4 tbsp chopped fresh parsley
- Pepper, to taste

- 3 medium-sized carrots, peeled
- 2 cups all-purpose flour
