  • 2 tablespoons chopped green onions(with tops)
  • 2 cloves garlic, finely chopped
  • 2 tablespoons dry red wine
  • 1 teaspoon vegetable oil
  • 1/2 cup skim milk
  • 2 teaspoons cornstarch
  • 2 teaspoons chopped fresh or 1/2 teaspoon dried basil
  • Hot cooked fettuccine
