Preheat oven to 350 degrees
- 4 ounces butter
- 2 ounces flour
- 1 quart whole milk
- 1 1⁄2 cups whole milk
- 2 teaspoons salt
- 1 ⁄2 teaspoon black pepper
- 1 ⁄4 teaspoon ground allspice
- 1 ⁄4 teaspoon grated nutmeg
- 1 ⁄2 teaspoon cayenne pepper
- 3 ⁄4 lb extra sharp goats milk cheddar cheese, shredded
- 3 ⁄4 lb gruyere cheese, grated
- 1 ⁄2 lb Fontina cheese, grated
- 1 lb pasta shells or 1 lb penne
- 4 1⁄2 ounces panko breadcrumbs
