  • 2 garlic cloves, minced
  • 1 tsp oregano
  • 1/2 tsp lemon zest
  • 1 1/2 cups panko
  • Salad:
  • 3 T. lemon juice (from 1 large lemon)
  • 2 T. coarse dijon mustard
  • 1 T. smooth dijon mustard
  • 1/4 cup olive oil, plus more for frying
  • 5 oz arugula
  • 1 small fennel, sliced thin
