- 9 ounces (2 cups) all-purpose flour; more as needed
- 2 teaspoons baking powder
- 1/2 teaspoon baking soda
- 1/2 teaspoon table salt
- 1/4 pound cold, unsalted butter, cut into 1/2-inch cubes
- 1/4 cup thinly sliced fresh chives
- 3 ounces extra-sharp Cheddar, grated to yield 3/4 cup
- 2/3 cup buttermilk
