- 4 cups flour
- 1 1/2 cups sugar
- 1/2 cup cocoa
- 1 teaspoon baking soda
- 1/2 teaspoon baking powder
- 3/4 teaspoon salt
- 1 teaspoon cinnamon
- 1/2 teaspoon nutmeg
- 1 1/2 cups oil
- 1 1/2 cups milk
- 3 eggs
- 2 teaspoons vanilla

- 1 1/2 cups semi sweet chocolate chips
