Step 1

1 cup granulated sugar + 1 tsp. cornstarch processed in a blender (NOT a food processor) = 1 cup powdered sugar

Place sugar in a blender. Blend on high until it begins to look powdery.
Let settle before opening blender to avoid cloud of sugar escaping
Add cornstarch and then blend for one more minute until it is light and fluffy.
