Step 1
Blend butter and flour in a saucepan over moderate heat. Rubbing with bowl of a spoon until smooth but not brown.
Stir in 1/2 cup milk slowly and cook one minute. Add a pinch of salt and 1 cup vegetables. Bring to a slow boil. Stir while cooking to prevent a skin formation on top.
