Ingredients
- 2 1/4 c. all-purpose flour
- 1/3 c. sugar
- 1 tbsp. grated orange peel
- 2 1/4 tsp. baking powder
- 1/2 tsp. baking soda
- 1/4 tsp. salt
- 1/2 c. (1 stick) margarine
- 1 c. dole seedless raisins
- 1/2 c. nonfat milk or plain yogurt
- 1 tsp. vanilla extract

Step 1
Combine flour, sugar, orange peel, baking powder, baking soda and salt. Cut in margarine, using two knives or pastry blender, until mixture resembles coarse crumbs. Stir in raisins. Combine milk and vanilla. Stir into mixture. Form dough into two balls. Pat one ball, on floured board, into 6-inch circle (1/2 -inch thick). Cut into 6 wedges. Repeat with remaining dough. Place on baking sheet sprayed with cooking spray. Bake at 400 degrees F 15 minutes. Cool on rack.
