Step 1
1. using a small whisk, combine 1 tbsp of milk with confectioner's sugar in a small bowl. Whisk until smooth. If mixture is too stiff to work with, mix in additional milk in small increments until proper consistency is obtained
2.Let icing dry to a dull shine on cookie before serving or storing cookies
