- 2 teaspoons vegetable oil
- 3/4 cup onion, chopped
- 3/4 cup celery, chopped
- 3/4 cup bell pepper, chopped
- 1/4 teaspoon garlic powder
- 1/4 teaspoon ground black pepper
- 1/4 teaspoon chili powder
- 3 cups vegetable broth
- 1 can refried beans, 16 oz. can
- 1 cup shredded Monterey jack cheese

Step 1
Heat oil in large skillet; cook vegetables over medium heat until tender. Add remaining ingredients. Simmer 10 minutes.
To serve: Spoon soup into serving dishes; top with tortilla chips and sprinkle with cheese
