HEAT OIL AND COOK TORTILLAS. COOK GROUND BEEF, DRAIN, ADD SALSA, CHILI POWDER, CORN AND TOMATOES. SPRAY BAKING DISH AND LAYER INGREDIENTS. HEAT IN 350* OVEN FOR 40 MINUTES.
