Preparation

Step 1

1. Preheat oven to 350 degrees.
2. In a large bowl, sift sugar, flour, baking powder and cocoa powder.
3. Cut butter into the flour mixture using a pastry blender until the mixture resembles coarse crumbs. This is best done one stick of butter at a time, with each stick cut into tablespoon-sized pieces.
4. Put mixture into the bowl of a stand mixer with paddle attachment. Add 1 tablespoon of water at a time, up to 5 tablespoons, mixing until dough just comes together.
5. Press half of the dough into the bottom of a 9x13 inch pan. Sprinkle chocolate chips and peanut butter chips on top of dough. Sprinkle chopped up Reese's peanut butter cups on top of that.
6. With remaining dough, drop by spoonfuls on top of Reese's peanut butter cups. Do not spread this out - pieces of the middle layer should peak through.
7. Bake for 25 minutes. Remove from oven and cool on wire rack.
