Brown meat in kettle, stirring to break up. Add garlic and onion and cook to brown slightly. Add remaining vegetables, salt, pepper and 5 to 6 cups of water. Cover and cook about 20 minutes or until vegetables are tender. Add tomatoes and simmer for 10 minutes.
