Preheat oven to 375 degrees. Spray pan with cooking spray. In a small bowl mix confectioners sugar with hot water for a glaze. Cover and set aside. Sift together flour, baking powder, nutmeg and salt. Set aside. Melt butter in saucepan over low heat. Remove from heat and add milk, sugar and egg and using a whisk, beat until smooth. Add this mixture to the flour mixture and beat until well blended. The dough should be very soft. Spoon the dough into a large pastry bag fitted with a 1/4" tip. Pipe about one third of the dough into the molds of the prepared pan, filling about two-thirds full. Bake until tops begin to color and spring back to the touch and bottoms are lightly browned, about 10-13 minutes. Transfer to cooling rack, top side up. Repeat this process until batter is finished. While the donuts are still warm, brush the tops with some of the prepared sugar glaze.
