Ingredients
- 1 cup butter, melted
- 2 cup sugar
- 1 cup flour
- 2/3 cup unsweetened cocoa powder
- 1/2 tsp. baking powder
- 2 large eggs
- 1/2 cup milk
- 3 tsp. vanilla
- 1 cup chopped nuts
- 2 cups chocolate chips
- 1 can (14oz) sweetened condensed milk

Step 1
Heat the oven to 350 degrees.
Line a 13 x 9 inch pan with foil. Coat the foil with non stick cooking spray.
Beat the butter, sugar, flour, cocoa, baking powder, eggs, milk, and 1 1/2 tsp. vanilla in a large bowl. Stir in nuts and spread in prepared pan.
Bake 40 minutes or until brownies begin to pull away from the sides of the pan. After 30 minutes, prepare topping.
Melt the chocolate chips, sweetened condensed milk, salt, and remaining 1/2 tsp. vanilla in a heavy saucepan over low heat. Spread mixture over brownies immediately after baking. Cool. Chill. Cut into bars when cool.
