Ingredients
- 1 tablespoon olive oil
- 1 medium onion, finely chopped
- 1 large carrot, finely chopped
- 1/2 red pepper, finely chopped
- 1 pound lean ground beef
- 2 garlic cloves, minced
- 1 teaspoon Italian seasoning
- Salt and pepper to taste
- 2 cups tomato sauce
- 1 cup flour
- 14 cup Parmesan cheese, grated
- 1-1/2 teaspoon baking powder
- 1/2 teaspoon salt
- 1/4 teaspoon rosemary, crushed or 1/2 teaspoon Italian seasoning
- 4 tablespoons butter, melted
- 1/2 cup whole milk

Step 1
1. Preheat oven to 450F.
2. In a large skillet, over medium heat, heat oil and add onions, carrots and peppers. Sauce until vegetables are tender.
3. Add ground beef and cook until meat is no longer pink.
4. Add garlic and cook until fragrant. Add seasoning and tomato sauce and mix. Cook until thickened, about 10 minutes.
5, Spoon mixture into 4 8-ounce ramekins and set aside.
6. Whisk the flour, Parmesan cheese, baking powder, salt and rosemary together in a mixing bowl. Make a well in the centre and add the melted butter and milk.
7. Combine just until moistened. Mound spoonfuls of dough on top of each ramekin. Place on a rimmed baking sheet and bake 10-12 minutes or until the tops are golden brown.
