Add steak slices; brown lightly for 2 min.; remove meat. Add green peppers and sliced onions; cook for 3 min. Return beef to pan; add soy sauce, sugar, bouillon, water chestnuts, cornstarch dissolved in water, and green onions. Simmer about 2 min. or until sauce thickens. Serve over hot rice.
