Preparation

Step 1

Preheat oven to 450. Grease 12 muffin cups and set aside.
In a large bowl stir together flour, baking powder, cream of tartar and salt. Using a pastry blender, cut in shortening until mixture resembles coarse crumbs. Make a wll in the center of the flour mixture. Add milk all at once. Using a fork, stir just until mixture is moistened.
Turn dough out onto a lightly floured surface. Knead dough by folding and gently pressing for 10-12 strokes or until dough is nearly smooth, Divide dough in half. Roll each half into a 12x10 rectangle. In a small bowl stir together sugar and cinnamon. Sprinkle the sugar mixture over the rectangles.
Cut each rectangle into 5 12x12 strips. Stack the strips on top of each other; cut each into six 2" square stacks. Place each stack, cut side down, in a prepared muffin cup. Bake for 10-12 minutes; serve warm.
