Ingredients
- 4 c. water
- 1 (10 oz.) bag pearl onions, peeled
- 1 1/2 tsp. salt
- 2 (16 oz.) pkg. frozen green peas
- 1/2 c. chopped red bell pepper
- 1/2 c. chopped yellow bell pepper
- 1/4 c. butter
- 1 tsp. minced garlic
- 2 Tb. all-purpose flour
- 1 tsp. sugar
- 1/2 tsp. salt
- 1/4 tsp. ground black pepper
- 1/4 tsp. ground nutmeg
- 1 c. heavy whipping cream

Step 1
In a large saucepan, combine water, onions, and salt over medium-high heat. Bring to a boil and cook for 5 minutes. Add peas and bell pepper and cook for 5 minutes, or until peas are just tender. Drain vegetables and set aside, reserving 3/4 cup cooking liquid.
In a large saucepan, melt butter over medium heat. Add garlic and cook 1 minute. Add flour, sugar, salt, pepper and nutmeg, stirring constantly for 1 minute. Gradually add reserved liquid, whisking until smooth. Add cream, cook, constantly whisking, until thickened. Add vegetables and cook for 1 minute or until they are heated through.
