Step 1

In a 2-quart saucepan, bring the water or broth to a boil. Add the couscous, olive oil, salt, and pepper. Stir briefly, then turn off the heat, cover, and let the couscous stand for 5 minutes, until all the liquid has been absorbed.

Fluff the couscous with a fork and add the lemon zest, garlic powder, and parsley. Adjust seasoning to taste.
