1. BROWN AND DRAIN GROUND BEEF, CELERY AND ONION
2. MIX TOGETHOR GROUND BEEF MIXTURE, SOUP AND TATOR TOTS (SAVE SOME FOR TOP)
3. PUT IN CASSEROLE DISH AND TOP WITH REMAINING TATOR TOTS
