Ingredients
- 16 oz ground turkey or beef
- 3 cups canned tomatoes, coarsely chopped, undrained (28 oz can)
- 2 cups shredded cabbage
- 1 cup canned sliced carrots, rinsed and drained (8 oz can)
- 1-3/4 cups canned beef broth (14 oz can)
- 2/3 cup nonfat dry milk powder
- 1 teaspoon dried onion flakes
- 1 teaspoon dried parsley flakes

Step 1
Preheat oven to 350.
In a large skillet, brown meat.
Stir in tomatoes, cabbage and carrots.
In a covered jar combine beef broth, dry milk, onion flakes and parsley flakes.
Shake well to combine.
Pour broth mixture into meat mixture.
Mix well to combine.
Lower heat. Simmer 5 minutes.
Pour mixture into a 8x8 baking dish.
Bake 25 to 30 minutes.
Place baking dish on a wire rack and let set 5 minutes.
Cut into 6 pieces.
