Ingredients
- 14 oz pkg caramels (about 48)
- 1/3 cup water
- 2 cups flour
- 2 cups quick-cooking Oats
- 1 cup packed brown sugar
- 1 cup butter, melted
- 1/2 teaspoon baking soda
- 1/4 teaspoon salt
- 6 ounce package chocolate Chips

Step 1
1. Heat caramels and water over low heat, stirring frequently, until caramels are melted and mixture is smooth. (I place the caramels and water in a 4-cup measure and microwave uncovered on high 2 minutes or until caramels can be stirred smooth. Heat oven to 350 degrees. Mix flour, oats, brown sugar, butter or margarine, baking soda and salt. Reserve 1 cup mixture for topping. Press remaining mixture in an ungreased 9X13 inch baking pan. Bake 10 minutes. Sprinkle baked layer with chocolate chips, drizzle with caramel mixture. Sprinkle with reserved crumbly mixture. Bake until light brown, about 15 minutes. Cool slightly. Cut into bars.
