PLACE STEAK IN FREEZE TO EASE CUTTING PREPARE RICE IN A LARGE BOWL COMBINE 1 TBL SLICED GREEN ONIONS 1 TSP GARLIC 2 TSP OIL AND 1/4 TSP SALT CUT STEAK ACCROSS GRAIN INTO VERY THIN SLICES IN A SHALLOW BOWL TOSS STEAK WITH SUGAR 1TBL SOY SAUCE GREEN ONION CHUNKS AND REMAINING GARLIC IN A SKILLET HEAT 1 INCH WATER TO BOILING ON HIGH ADD BROCCOLI AND COOK 3 MIN UNTIL TENDER CRISP DRAIN WELL AND PLACE IN SAME BOWL WITH GARLIC ONION MIXTURE TOSS WELL HEAT REMAINING OIL IN SAME SKILLET ADD BEEF IN SINGLE LAYER AND COOK 1 MIN STIR IN REMAINING SLICED GREEN ONIONS AND SALT & PEPPER COOK 1 MIN LONGER STIR IN REMAINING SOY SAUCE SERVE WITH RICE & BROCCOLLI
