HEAT SKILLET ON MEDIUM HEAT AND COAT WITH NONSTICK SPRAY. ONCE WARM ADD THE RED ONIONS AND CARROTS AND SAUTE FOR 2 MINUTES. STIR IN CHILI, GARLIC AND ONION POWDER AND COOK UNTIL ONIONS ARE TRANSLUCENT. TURN OFF HEAT AND COOL / ADD TO FOOD PROCESSOR AND ADD PARSLEY / PULSE. ADD BEANS AND PULSE 5 OR 6 TIME / USE CARE NOT TO OVER PROCESS BEANS. TRANSFER MIXTURE INTO BOWL AND ADD BREAD CRUMBS, MUSTARD, SALT, AND PEPPER. FORM INTO PATTIES. COOK IN SKILLET FLIPPING ONCE UNTIL BROWNED (7-8 MIN)
