Step 1
Score oranges in quarters and remove peel. Scrape a sharp knife over skin to release the oils. Cut into small squares; put in small heavy saucepan with enough water to cover. Bring to boil, reduce heat & simmer 10 min. Drain, rinse & repeat this simmering rinsing process 2 more times. This takes most of the bitterness from the peel. Add 1/4 cup water plus sugar to peel, slowly bring to a boil, stirring until sugar dissolves - reduce to simmer. Stir gently until syrup is absorbed. Pour into an oiled (vegetable) surface to cool and dry somewhat. Store in airtight container in freezer or refrigerator.
