Cake:Pour boiling water over the oats and mix well, set aside. Cream butter and sugars, beat in eggs, one at a time. Add sifted flour and dry ingredients, mix well and stir in oats that is mixed with the water. Pour into a 9x13 inch greased pan and bake in a preheated 350 degree oven for about 30 minutes. To check if cake is done insert wooden toothpick into center of cake, if it comes out clean the cake is done. TOPPING: Combine all ingredients in a sauce pan and heat until bubbly, spread on cake. Place under broiler until golden brown. Watch this very closely because it will BURN, only takes a couple of minutes.
