Place rack in center of oven and preheat to 375. Combine butter, water, cayenne and salt in sauce pan and bring to a boil. Remove from heat and pour all the flour in at once, stirring with wooden spoon until combined and forms a smooth paste. Return pan to medium heat and cook, stirring constantly for one more minute.
Transfer to bowl of stand mixer. Beat on medium speed for about 1 minute. Add 2 eggs, one at a time, beating on medium speed until each one is fully incorporated. Add about 3/4 cup cheese and beat until incorporated and melted with heat of mixture. Add ham and beat just until incorporated, about 30 seconds.
Transfer dough to pastry bag with No. 4 tip. or ziplock with snipped corner and pipe evenly spaced balls about the size of a nickel on a baking sheet.
Whisk together egg yolk and other eggs and brush dough. Sprinkle with remaining cheese and pinch of sea salt.
Bake until balls puff and are deep golden brown, 10-12 minutes. Transfer to platter and serve.
