Step 1
Put the stew meat in a ziploc bag with about 1/4 cup flour and salt and pepper; shake until well coated. Brown on saute mode with a little oil. Remove from pot; add a cup of beef broth and scrape the bottom of the instant pot well. Add 2 more cups of beef broth and a packet of beef stew seasoning. Add beef back in instant pot and cook on manual for 14 minutes with QR. Add potatoes, onions and celery. Set for 6 more minutes on manual.
Add 1/2 cup frozen peas and 2 TBS cornstarch mixed with about 1/4 water or broth to thicken. Stir well. put the lid back on for 5 minutes. If still not thick, turn back on saute and stir continously until it's as thick as you want.
