- 6 anchovy fillets
- 1/4 cup chopped green onion (tops only)
- 1/4 cup chopped parsley
- 1/4 cup tarragon vinegar
- Salt and freshly ground pepper
- 1 cup mayonnaise
- 1 tsp mustard
- 1/4 cup chopped chives
