  • 6 anchovy fillets
  • 1/4 cup chopped green onion (tops only)
  • 1/4 cup chopped parsley
  • 1/4 cup tarragon vinegar
  • Salt and freshly ground pepper
  • 1 cup mayonnaise
  • 1 tsp mustard
  • 1/4 cup chopped chives
