Pickling Recipe

In her cookbook, Ruth Lense has this recipe standing alone and the heading looked like "Pickled Beets" but I couldn't quite make out the last part. I would assume you could use this mixture to pickle just about anything; watermelon rinds, for instance. I wanted to include it because she had it especially marked in the book.
