To make the tips: Mix together the flour, salt, and pepper in a med sized bowl. Dredge the beef in flour and shake off excess. In a slow cooker, or large pot, brown the meat in oil and butter on all sides. Remove meat from pan and set aside. Add the carrots, onions, celery and garlic and saute for approximately 2-3 minutes. Return the meat to the pot. Season with thyme and oregano. Add the wine, broth, and cranberry juice, and bring to boil. Reduce heat, cover and simmer for approximately 1 to 1 1/2 hours or till meat is tender. Remove meat from pan. In a different saucepan, saute the mushrooms in a bit of oil for approximately 3 minutes. Using a strainer, strain all the onion mix to the saucepan with the mushrooms pushing everything through the strainer. Heat the sauce and reduce by half. To make the potatoes: Put the potatoes in a large saucepan and cover with cold water. Bring to boil, reduce heat and cook till tender, about 15 minutes. Drain potatoes and put back in pot. Saute garlic and onions in 2 teaspoons of butter until onions are soft. Toss onion, garlic mix, the rest of the butter, Mascarpone, milk, Parmesan, salt and pepper. Mix thoroughly until all ingredients are blended well. Plate the potatoes and top with beef and sauce.
