Taco Lasagna

Found this in Taste of Home and it was so good it's a keeper now. Great for left overs too and freezes well.
Ingredients
- 1-1/2 lb ground beef, turkey or chicken
- 1/2 cup pepper (green or red)
- 1 onion chopped
- 2/3 cup water
- 1 envelope of taco seasoning
- 2 tsp chili powder
- 1 can (15 oz) black beans drained and rinsed
- 1 can (14.5 oz) Mexican diced tomatoes undrained
- 6 flour tortilla (8")
- 1 can (16 oz) refried beans
- 24 oz shredded Mexican blend cheese

Step 1
Preheat oven to 350.
Grease a 9 x 13 baking dish.
1. In large skillet, cook beef till no longer pink. Drain.
2. Return meat to skillet (I added a tsp oil) green pepper and onion, saute for about 5 minutes over medium heat.
3. Add water, taco seasoning, chili powder and bring to boil. Reduce heat and simmer uncovered for 2 minutes.
4. Stir in black beans, tomatoes, simmer uncovered for 10 minutes.
5. Place 2 tortilla in prepared pan.
6. Spread half of can of refried bens and top with meat mixture.
7. Sprinkle with 1-1/2 cup cheese.
8. Repeat layers.
9. Top with 2 last tortillas and top with cheese.
10. Cover with foil and bake 25-30 minutes or till heated through and cheese is melted.
11. Remove from oven and let settle for 5 minutes before cutting.
Any left overs, cut into squares and wrap in foil and freeze.
