Chewy Chocolate Oat Bars

Ingredients
- Filling
- 3/4 c Semisweet Chocolate Chips
- 1/3 c Fat-Free Sweetened Condensed Milk
- Dough
- 1 c Whole Wheat Flour
- 1/2 c Quicking-cooking Oats
- 1/2 tsp Baking Powder
- 1/2 tsp Baking Soda
- 1/4 tsp Salt
- 1 Egg
- 3/4 c Packed Brown Sugar
- 1/4 c Oil (Canola or Vegetable)
- 1 tsp Vanilla
- Topping
- 2 Tsp Quick-Cooking Oats
- 2 tsp Butter, softened

Preparation
Step 1
1. Heat Oven to 350 degrees. Spray 8 or 9 inch square pan with cooking spray.
2. In a 1 quart heavy sauce pan, heat filling ingredients over low heat, stirring frequently, until chocolate is melted & mixture is smooth.
3. For the Dough: In a large bowl, stir together Flour, Oats, Baking Powder, Baking Soda, & Salt. Set aside.
4. In a Medium Bowl, stir together Egg, Brown Sugar, Oil, & Vanilla with fork, until smooth.
5. Stir Egg mixture into Flour mixture until blended.
6. Reserve 1/2 cup of dough in small bowl for topping. Pat remaining dough into pan.
7. Spread filling over dough.
8. Add the Topping ingredients to the reserved 1/2 cup of dough. Mix with pastry blender or fork until well mixed. Place small pieces of mixture evenly over filling.
9. Bake 20 - 25 min or until top is golden & firm. Cool completely, about 1.5 hours.
