Cook asparagus in pan with oil or water til crisp-tender. Prepare sauce: in saucepan combine butter, salt and pepper. Add flour and stir. Stir in milk. Cook til thickened and bubbly, stirring constantly. Add chives and lemon peel. Drizzle sauce over asparagus, garnish with more lemon peel.
