Mashed Potatoes with Ranch Dressing



Ranch dressing:
½ cup buttermilk
½ cup mayonnaise
3 tablespoons finely chopped fresh chives
3 tablespoons finely chopped fresh Italian parsley
½ teaspoon garlic salt
½ teaspoon onion powder
¼ teaspoon freshly ground black pepper
5¾ to 6 pounds russet potatoes, peeled, cut into 1½-inch chunks
1 tablespoon (or more) coarse kosher salt
¾ cup heavy whipping cream
½ cup whole milk
¼ cup (½ stick) butter
